簡要規(guī)格描述或項目基本概況介紹、用途：為上海國際旅游度假區(qū)西公交樞紐出租車營業(yè)站點提供日常管理及大客流應急處置服務，包括但不限于：出租車調(diào)度、出租車秩序維護、現(xiàn)場協(xié)調(diào)、下客區(qū)游客引導、游客候車區(qū)秩序管理、蓄車區(qū)車輛管理、每日車次統(tǒng)計、出租車服務綜合管理工作；大客流積壓時組織調(diào)度，及時疏散旅客；出租車調(diào)度室的物業(yè)管理等。（具體詳見第三章服務需求書）

Brief specification description or basic overview of the project: Provide daily management and emergency response services for large passenger flows for the taxi operation site at the West Public Transport Hub of Shanghai International Tourism Resort, including but not limited to: taxi dispatch, order maintenance, on-site coordination, passenger guidance in drop-off areas, management of passenger waiting zones, vehicle management in holding areas, daily vehicle statistics, comprehensive taxi service management, organizing dispatch and promptly evacuating passengers during large passenger flow backlogs, property management of the taxi dispatch office, etc.(Please refer to Chapter 3 Service Requirements for details)

合同履約期限：本項目一次采購三年有效，合同一年一簽，合同到期經(jīng)采購人考核合格后，合同續(xù)簽一年，最長不超過三年。本項目采購預算所涵蓋的服務期限為2025年05月01日至2026年04月30日。

The Contract Period: The project is valid for three years at a time, the contract is signed once a year, and the contract is renewed for one year after the contract expires and the purchaser passes the assessment, and the longest is not more than three years. The service period covered by the procurement budget for this project is from 01.05.2025 to 30.04.2026.

二、申請人的資格要求

2. Qualification Requirements for Bidder

(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：（1）扶持中小企業(yè)政策：本項目不是專門面向中小企業(yè)采購，評審時小型和微型企業(yè)產(chǎn)品享受10%的價格折扣；（2）殘疾人福利性單位，并將其視同小微型企業(yè)。

(b)Qualification requirements to be met to implement government procurement policies: (1) Policies to support small and medium-sized enterprises: This project is not specifically for small and medium-sized enterprises to procure, and small and micro enterprise products enjoy a 10% price discount during the review; (2) Welfare units for the disabled, and treat them as small and micro enterprises.

(c)本項目的特定資格要求：3、須系我國境內(nèi)依法設立的法人或非法人組織；
4、須具有《上海市出租汽車經(jīng)營資格證書》；
5、本項目不允許轉(zhuǎn)包。

(c)Specific qualification requirements for this program: 3. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China; 4. Must have the "Shanghai Taxi Business Qualification Certificate"; 5. Subcontracting is not allowed for this project.

(i)符合《中華人民共和國政府采購法》第二十二條的規(guī)定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法案件當事人名單、政府采購嚴重違法失信行為記錄名單；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (www.creditchina.gov.cn), China Government Procurement Network (www.ccgp.gov.cn) ;
