(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目是專門面向中小企業采購，評審時小微企業產品均不執行價格折扣優惠；（2）扶持殘疾人福利性單位，并將其視同小微型企業。

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the quota reservation measure, increase the share of smes in government procurement, and support the policy of smes: This project is specifically for smes procurement, and no price discount will be implemented for small and micro enterprises during the review; (2) Support welfare units for the disabled and treat them as small and micro enterprises.

(c)本項目的特定資格要求：1、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
2、須系我國境內依法設立的法人或非法人組織；
3、須具備省市級公安部門核發的有效的《保安服務許可證》；
4、本項目不允許轉包。

(c)Specific qualification requirements for this program: 1. Not included in Credit China (www.creditchina.gov.cn) and China Government Procurement website (www.ccgp.gov.cn) in the record list of persons subject to enforcement for trustbreaking, major tax law and trustbreaking subjects, and serious illegal and trustbreaking behaviors of government procurement; (2) It must be a legal person or an unincorporated organization legally established in China; 3, must have a valid "security service license" issued by the provincial and municipal public security department; 4. Subcontracting is not allowed for this project.
