(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目是專門面向中小企業采購，評審時中小企業產品均不執行價格折扣優惠。（2）扶持殘疾人福利性單位，并將其視同小微型企業；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and the products of small and medium-sized enterprises are not subject to price discounts during the review. (2) Supporting welfare units for the disabled and treating them as small and micro enterprises;

(c)本項目的特定資格要求：3、須系我國境內依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
4、具備省市級公安部門核發的有效的《保安服務許可證》；
5、本項目不允許轉包。

(c)Specific qualification requirements for this program: 3、It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own name); 4、Have a valid "Security Service Permit" issued by the provincial and municipal public security departments; 5、Subcontracting is not allowed for this project.

(i)符合《中華人民共和國政府采購法》第二十二條的規定；
