簡要規格描述或項目基本概況介紹、用途：為全面貫徹習近平新時代中國特色社會主義思想，深入學習貫徹落實黨的二十大和二十屆二中、三中全會精神，認真落實十二屆市委六次全會精神，積極踐行人民城市理念，助力青年發展型城市建設，千方百計為青年辦實事、解難事，切實改善一批困境未成年人的居住環境，對浦東新區50戶困境未成年人家庭居室進行微改造。
在維持困境未成年人居住現狀建設格局基本不變的前提下，通過對居室進行局部拆建、建筑物功能置換、保留修繕，對建筑物的內表面以及空間進行修飾處理，提升使用功能以及改善居住條件，并配備學習生活用品。具體包括但不限于以下事項：1）對未成年人居室進行改造前居室條件檢查；2）方案設計及優化、深化設計及概算、施工圖設計及施工過程的現場配合等后續設計服務，并提供施工現場配套服務；3）建立微改造項目建材庫；4）按照工程設計圖紙和施工技術標準施工，保潔達到進駐使用水平；5）保障現場施工作業安全，落實安全生產規章制度和操作規程；6）配合質量安全巡查機構、空氣檢測機構開展相關工作，落實質量安全隱患整改工作；7）落實交付后的質量保修責任（2年）；8）配合項目審價、審計等工作。（具體工程內容詳見第五章發包人要求）
Brief specification description or basic overview of the project: ? We will effectively improve the living environment of a group of minors in distress, and micro-transform the living rooms of 50 families of minors in distress in Pudong New Area. Under the premise of maintaining the basic unchanged construction pattern of the living situation of minors in difficulties, the internal surface and space of the building are modified by partial demolition and construction of the living room, functional replacement of the building, preservation and repair, so as to enhance the use function and improve the living conditions, and equipped with learning and living supplies. 合同履約期限：從簽訂合同之日開始至完成竣工驗收，共100日歷天（含設計周期）。
The Contract Period: From the date of signing the contract to the completion of the acceptance, a total of 100 calendar days (including the design period).

(a)滿足《中華人民共和國政府采購法》第二十二條規定；

(b)落實政府采購政策需滿足的資格要求：（1）扶持中小企業政策：本項目不是專門面向中小企業采購，評審時小型和微型企業享受3%的價格扣除優惠。（2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。投標人須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策；（4）購買國貨政策：本項目不接受進口產品。
(b)Qualification requirements to be met to implement government procurement policies: (1) Support for small and medium-sized enterprises: This project is not specifically for small and medium-sized enterprises procurement, small and micro enterprises enjoy 3% price deduction concessions at the time of evaluation. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; See the tender documents for details.
(c)本項目的特定資格要求：1、須系我國境內依法設立的法人組織；
2、設計資質要求：具備建筑行業建筑工程專業丙級及其以上設計資質；
3、施工資質要求：具備建筑工程施工總承包三級及其以上資質或建筑裝修裝飾工程專業承包二級及以上資質；
4、設計項目負責人：具有二級及其以上注冊建筑師資格；
5、施工項目負責人：具有建筑工程專業二級及其以上注冊建造師資格，具備有效的安全生產考核合格證書，且未擔任其他在建的建設工程項目的項目負責人；
6、項目總負責人：要求為施工項目負責人。
7、本項目不允許轉包；
8、未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網（www.ccgp.gov.cn）列入失信被執行人、重大稅收違法失信主體、政府采購嚴重違法失信行為記錄名單；
9、本次招標接受聯合體投標。當采用聯合體投標時，必須以施工單位為聯合體牽頭人，由牽頭人進行網上招投標流程操作。
(c)Specific qualification requirements for this program: (1) It must be a legal person organization established in accordance with the law within China; 2, design qualification requirements: with the construction industry construction engineering professional Grade C and above design qualification; 3, construction qualification requirements: with the construction of general contracting grade 3 and above qualification or building decoration engineering professional contracting grade 2 and above qualification; 4, design project leader: with Grade II or above registered architect qualifications; 5, construction project leader: with the construction engineering professional grade II or above registered construction engineer qualification, with effective production safety assessment certificate, and did not serve as the project leader of other construction projects under construction; See the tender documents for details.
