(b)落實政府采購政策需滿足的資格要求：（1）落實預(yù)留份額措施，提高中小企業(yè)在政府采購中的份額，支持中小企業(yè)發(fā)展：本項目是專門面向中小企業(yè)采購，評審時，中小企業(yè)產(chǎn)品均不執(zhí)行價格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實行優(yōu)先采購；對節(jié)能產(chǎn)品品目清單中以“★”標注的產(chǎn)品，實行強制采購。供應(yīng)商須提供具有國家確定的認證機構(gòu)出具的、處于有效期之內(nèi)的認證證書方能享受優(yōu)先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產(chǎn)品。

（4）具有建筑工程施工總承包二級及其以上資質(zhì)；
（5）具有安全生產(chǎn)許可證（有效期內(nèi)）；
（6）擬派項目負責人具有建筑工程專業(yè)二級及其以上注冊建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔任其他在建的建設(shè)工程項目的項目負責人；
（7）業(yè)績要求：無；
（8）其他要求：無。

(c)Specific qualification requirements for this program: （3）It must be a legal person organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own names); （4）It has the qualification of general contracting of construction projects at level 2 or above; （5）Have a safety production license (within the validity period); （6）The person in charge of the proposed project has the qualification of a registered construction engineer of level 2 or above in construction engineering, has a valid safety production assessment certificate, and has not served as the project leader of other construction projects under construction; （7）Performance Requirements: None; （8）Other requirements: None.
