(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，支持中小企業發展：本項目是專門面向中小企業采購，評審時，中小企業產品均不執行價格折扣優惠。 （2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產品。

（4）其他資格要求：施工現場項目管理機構擬派人員配備要求：
人員配備要求（人）：5人
崗位、數量、資格要求：*園林項目負責人（園林專業中級及以上職稱）1人、
安全員1人、質量員1人、材料員1人、中級及以上園林綠化工(班組負責人)1人。
說明：
1）上述人員配備要求系最低配備要求；對于施工技術復雜的項目，供應商可根據項目情況，在以上人員配備要求基礎上適當增加技術管理人員、施工員等人數；
2）*崗位不得同時兼任兩個及以上項目,須具有上海市園林綠化工程從業人員項目負責人電子信息卡，且無在建項目記錄；
3）本競爭性磋商文件所涉及的園林專業是指：園林（園林規劃設計、園林植物、風景園林、園林綠化、綠化林業等）、園藝、城市規劃、景觀、植物（含植保、森保等）、環境藝術、風景旅游等專業；
（5）業績要求：無；
（6）其他要求：無。
