(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved quota measures, increase the share of small and medium-sized enterprises in government procurement, and support small and medium-sized enterprise policies: This project is specifically for small and medium-sized enterprises to procure, and the products of small and medium-sized enterprises are not subject to price discounts during the review. （4）具備省市級公安部門核發的有效的“保安服務許可證”；
（5）本項目不允許轉包。

(c)Specific qualification requirements for this program: (3) It must be a legal person or unincorporated organization established in accordance with the law within the territory of China; (4) Have a valid "security service license" issued by the provincial and municipal public security departments; (5) Subcontracting is not allowed for this project.
