(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目專門面向中小企業采購，評審時中小企業產品均不執行價格折扣優惠。（2）殘疾人福利性單位，并將其視同小微型企業。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically aimed at purchasing from small and medium-sized enterprises, and price discounts will not be implemented for their products during evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.        

(c)本項目的特定資格要求：（3）具有省級及以上質量技術監督局認定的檢驗檢測機構資質認定證書（CMA）且認定批準的能力范圍須包含本項目所需檢測項目；
（4）具備民用航空管理部門頒發的《民用無人駕駛航空器運營合格證》。
（5）須系我國境內依法設立的法人或非法人組織；
（6）本項目不允許轉包。        

(c)Specific qualification requirements for this program: (3) Having a Certificate of Qualification for Inspection and Testing Institutions (CMA) recognized by the Quality and Technical Supervision Bureau at or above the provincial level, and the approved scope of capabilities must include the testing items required for this project; (4) Having the Civil Unmanned Aerial Vehicle Operation Certificate issued by the Civil Aviation Administration. (5) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (6) This project does not allow subcontracting.        

(i)符合《中華人民共和國政府采購法》第二十二條的規定；
