(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目不是專門面向中小企業采購，評審時小型和微型企業產品享受10%的價格折扣。（2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is not specifically targeted at small and medium-sized enterprises for procurement. During the review process, products from small and micro enterprises will enjoy a 10% price discount. (2) Support prison enterprises and welfare units for the disabled, and treat them as small and micro enterprises; For details, please refer to the procurement documents.        

(c)本項目的特定資格要求：1、投標人若是叉車制造商，須具備中華人民共和國特種設備生產許可證，許可項目包括場（廠）內專用機動車輛制造，許可子項目為機動工業車輛（叉車）；
2、本項目不允許轉包。
       

(c)Specific qualification requirements for this program: If the bidder is a forklift manufacturer, it must hold a Special Equipment Production License of the People's Republic of China, with the permitted items including the manufacturing of special-purpose motor vehicles within the premises (factory), and the permitted sub-item being motor industrial vehicles (forklifts). 2. Subcontracting is not allowed for this project.
