(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目是專門面向小微企業采購，評審時中小企業產品均不執行價格折扣優惠； （2）殘疾人福利性單位，并將其視同小微型企業。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: this project is specially aimed at purchasing small and medium-sized enterprises, and the products of small and medium-sized enterprises are not subject to price discounts during evaluation; (2) Welfare units for the disabled and treat them as small and micro enterprises.
(c)本項目的特定資格要求：（3）須系依法設立的法人或非法人組織（本項目不接受分公司以自己名義參加采購活動）；
（4）包件4：投標人須具有《中華人民共和國特種設備生產許可證》許可項目涵蓋：起重機械制造（含安裝、修理、改造）或起重機械安裝（含修理）；子項類別含機械式停車設備；
包件8：投標人須具有《中華人民共和國特種設備生產許可證》許可項目涵蓋：電梯制造（含安裝、修理、改造）或電梯安裝（含修理）；子項類別含曳引驅動乘客電梯（含消防員電梯）B級及以上資質；
（5）本項目不允許轉包。
(c)Specific qualification requirements for this program: (3) It must be a legal person or an unincorporated organization established according to law (this project does not accept branches to participate in procurement activities in their own names); (4) Package 4: The bidder must have the permitted items of People's Republic of China (PRC) Special Equipment Production License: crane manufacturing (including installation, repair and transformation) or crane installation (including repair); Sub-item category includes mechanical parking equipment; Package 8: The bidder must have the permitted items of People's Republic of China (PRC) Special Equipment Production License: elevator manufacturing (including installation, repair and renovation) or elevator installation (including repair); Sub-category includes Grade B or above qualification of traction-driven passenger elevator (including fireman elevator); (5) Subcontracting is not allowed for this project.
