(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目標項一、標項二、標項三專門面向中小企業采購，評審時中小企業均不執行價格折扣優惠；（2）殘疾人福利性單位，并將其視同小微型企業。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: Objective items 1, 2, and 3 of this project are specifically targeted towards small and medium-sized enterprises for procurement, and during the evaluation process, small and medium-sized enterprises are not eligible for price discounts; (2) Welfare units for disabled people and treat them as small and micro enterprises.        

(c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織；
（4）具有省以上（包含省）質量技術監督局認定的檢驗檢測機構資質認定證書（CMA）且認定批準的能力范圍須包含本項目所需監測項目（適用包件1、包件2）；具有省以上（包含省）質量技術監督局認定的檢驗檢測機構資質認定證書（CMA）且認定批準的能力范圍須包含“草甘膦”和“甲嘧磺隆”（適用包件3）；
（5）本項目不允許轉包。        

(c)Specific qualification requirements for this program: (3)Must be a legal person or non-legal person organization legally established within the territory of China.
(4) Having a Certificate of Qualification for Inspection and Testing Institutions (CMA) recognized by the Quality and Technical Supervision Bureau at or above the provincial level (including the provincial level), and the approved scope of capabilities must include the monitoring projects required for this project (applicable to Package 1 and Package 2); Having a Certificate of Qualification for Inspection and Testing Institutions (CMA) recognized by the Quality and Technical Supervision Bureau at or above the provincial level (including the provincial level), and the approved scope of capabilities must include "Glyphosate" and "Methylsulfonylurea" (applicable package 3); (5) This project does not allow subcontracting.        

(i)符合《中華人民共和國政府采購法》第二十二條的規定；
