(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，支持中小企業發展：本項目不是專門面向中小企業采購，評審時，小微企業給予3%的價格扣除。若大中型企業與小微企業組成聯合體并且聯合協議約定小微企業的合同份額占到合同總金額 30%以上的，對聯合體的報價給予1%的扣除，用扣除后的價格參加評審。（2）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；（3）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策。(4）購買國貨政策：本項目不接受進口產品。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and medium-sized enterprises in government procurement, and support the development of small and medium-sized enterprises: This project is not specifically targeted at small and medium-sized enterprises for procurement. During the review, micro and small enterprises will be given a 3% price deduction. If large and medium-sized enterprises form a consortium with small and micro enterprises and the consortium agreement stipulates that the contract share of small and micro enterprises accounts for more than 30% of the total contract amount, a 1% deduction will be given to the consortium's quotation, and the price after deduction will be used for evaluation. (c)本項目的特定資格要求：1、設計單位：具備建筑裝飾工程設計專項丙級及以上資質或建筑行業建筑工程專業資質丙級及其以上資質；
2、施工單位：具備建筑工程施工總承包三級及其以上資質或建筑裝修裝飾工程專業承包二級及以上資質；
3、具有安全生產許可證（有效期內）；
4、設計負責人須具有二級及其以上注冊建筑師資格；施工負責人具有建筑工程專業二級及其以上注冊建造師執業資格，具備有效的安全生產考核合格證書，且未擔任其他在建的建設工程項目的項目負責人（提供《響應項目負責人基本情況表》放于響應文件中，通過上海市住房和城鄉建設管理委員會網站zjw.sh.gov.cn查詢、打印，加蓋單位公章，首次響應文件提交截止時間前 7天內打印有效）；
5、本次采購接受聯合體響應。當聯合體響應時，須由施工單位擔任牽頭人，項目總負責人必須是聯合體牽頭單位人員。聯合體成員單位總數應在兩個及以下。其中設計單位不得超過1家，施工單位不得超過1家。

(c)Specific qualification requirements for this program: 1. Design unit: Possessing a specialized qualification of Grade C or above for architectural decoration engineering design or a professional qualification of Grade C or above for architectural engineering in the construction industry; 2. Construction unit: Possessing a Grade 3 or above general contracting qualification for construction projects or a Grade 2 or above professional contracting qualification for building decoration and finishing works; 3.
