合同履約期限：自合同簽訂之日開始起至成交供應商完成本項目約定的工作范圍內所有項目財務（投資）監理工作內容并通過審計及竣工財務決算后結束

(c)本項目的特定資格要求：（1）供應商應配備專業技術人員和具有注冊會計師執業資格的財務人員；注冊會計師執業資格人員允許外聘或與有資質的會計師事務所組成聯合體；
（2）供應商已參與采購項目的設計、招標代理、代建、工程監理等工作，或供應商與承擔上述工作的單位存在控股、隸屬關系或者負責人為同一人的，應當回避；
（3）法人依法設立的分支機構以自己的名義參與本項目時，應提供依法登記的相關證明材料和由法人出具的授權其分支機構參加政府采購活動并承擔全部民事責任的書面授權。法人與其分支機構不得同時參與同一項目的采購活動。
（4）符合《關于對接國際高標準經貿規則推進試點地區政府采購改革的指導意見》（滬財采〔2024〕12號）第17條規定的供應商，不得參加本項目的采購活動。
（5）本項目接受聯合體響應,聯合體應滿足以下要求：參加聯合體的會計師事務所應取得《會計師事務所執業證書》，若分所參與本項目必須提供總所的授權委托書和《會計師事務所（分所）執業證書》，總所與分所不能同時參與本次采購活動；聯合體各方不得再單獨參加或者與其他供應商另外組成聯合體參加本次采購活動；
（6）本項目不允許轉包。

(c)Specific qualification requirements for this program: (1) The supplier should be equipped with professional technical personnel and financial personnel with the qualification of a certified public accountant; certified public accountant personnel may be hired externally or form a consortium with qualified accounting firms; (2) If the supplier has participated in the design, bidding agency, construction management, and engineering supervision of the procurement project, or if the supplier has a controlling or subordinate relationship with the unit undertaking the above work or the person in charge is the same, it shall be avoided; (3) .....(6)This project is not allowed to be subcontracted.
